- Children and adolescents who have been abandoned or are without family support, and who lack trusted adult role models.
- Children and adolescents at social risk who still live with their families but face extreme poverty, violence, or exclusion from education.
- Adolescents and Young Adults (ages 12 to 25) in the process of becoming independent, receiving training, and entering the workforce
- Vulnerable families, whose empowerment is key to reintegration and the prevention of new cases.
